It is nothing to do with postgressql. The Latest Oracle DB is Oracle XE, 
it is still now in beta version. It is :
 Free to download
 Free to develop & deploy
 Free to distribute (including ISVs)
 Support up to 4G of user data
 Single Instance only
 Execute on 1 processor at a time
 Only used up to 1G RAM
 10gR2 based
 
Database can be upgraded to Oracle Standard Edition One, Oracle Standard 
Edition or Oracle Enterprise Edition later.
