I don't use KDE, but if there are more testers and bug reporters, duration from
~arch to stable (for KDE, Gnome) will be shorter. For smaller apps (say for example
gimp, a new version will stay in ~arch for a month (for testing) before marked stable.
But for stuff like Gnome, the conversion is longer. This is to ensure that users
can upgrade from say Gnome 2.10 to 2.12 _without any hitch_ at all (regardless of gcc's version, etc etc etc).

Hence the reason of the delay is to ensuring smooth transition between versions and
stability.

But of course if you want the bleeding edge stuff, you can always ~x86'ed your system.
