I too don't use KDE so I can't say much about this as well. However, I
do believe that if you really want it, there are alternate portage
overlays which you can use to get the latest greatest KDE. (even from
CVS/SVN)

In Gentoo, It's always about choice.

It's whether you want to use KDE(3.4/3.3/3.5) or Gnome(2.6/2.8/2.10)
(although most times the ebuilds don't get archived for that far, but
you can always save a snapshot of it and you're all set!)

You can to to decide packages, bleeding(`x86) or very bleeding(cvs), or
half bleed (depending on what's available in portage eg: version 0.5 vs
0.8 vs 1.5 etc)

BTW, what distro are you using currently?
